The Peruvian State, unitary, representative, and organized, is responsible for meeting the needs of its citizens to promote services and goods that ensure their progress as a nation. The purpose of this article is to analyze how the Peruvian State can take actions to mitigate two implicit enemies in numerous social conflicts: extreme poverty and high levels of social exclusion. This is in order to meet the new challenges of the national context outlined in its national agreement and public policies. A theoretical framework has been systematically developed in which poverty is examined as a multidimensional phenomenon both internationally and nationally. This phenomenon affects entire communities in various areas, especially in rural areas. In addition, monitoring is carried out of the development of international organizations that seek to promote initiatives in response to the analysis of social exclusion, which is a result of social factors.
