Abstract

This article presents a systematic review of disaster risk management (DRM) public
policies in Peru from 2016 to 2024, focusing on their normative evolution, institutional
framework, and research programs. Through a critical analysis of academic sources
(Scopus, WOS, SciELO, Redalyc, Alicia), official documents (laws, decrees, reports
from INDECI, PCM), and technical studies, the study examines how the Peruvian state
has advanced toward a proactive model of risk governance. Key milestones are
identified, such as the National DRM Policy for 2050, the PLANAGERD 2022–2030,
and the creation of entities like the Authority for Reconstruction with Changes (ARCC).
Additionally, the existence of research programs related to DRM is analyzed,
highlighting the central role of CENEPRED and the nascent participation of universities.
Findings indicate that while the regulatory framework is robust, significant gaps remain in decentralized implementation, integration of risk into public investment, and science-policy articulation. The article concludes with strategic recommendations to strengthen
national security through systemic resilience, particularly relevant for defense and
security institutions.
